FindCityIdFromLocation

Производит поиск города по географическим координатам и названию

string guid - GUID пользователя
string pass - пароль пользователя
double lat - широта (-90...90)
double lon - долгота (-180...180)
string toponym - название города
double radius - радиус поиска от 1 до 50 км

Возвращает список городов отсортированный по релевантности
